The Spitzenverband Digitale Gesundheitsversorgung criticises the current draft for prescribing DiGA via the e-prescription, because it creates barriers to access and makes care more difficult for patients.
The gematik draft provides for the activation code needed to use the DiGA to be sent via the e-prescription app. Using this function in the e-prescription app also requires registration for the GesundheitsID. Redemption via a paper prescription is not provided for.
The SVDGV fears that the complex use of the e-prescription app and its low uptake will mean many patients cannot access DiGA.
In addition, the activation codes are still generated by the health insurers in a manual process under the new procedure. According to the SVDGV, this is therefore an incomplete digitalisation that brings no benefits for insured persons.

The association is calling for a fundamental revision of the draft and proposes automated release processes to make access to DiGA easier. It also wants alternative redemption routes such as the eGK CardLink procedure and a QR code procedure to be introduced.
Another concern is greater involvement of DiGA manufacturers in supporting the activation of DiGA. The proposed changes are intended to ensure more patient-friendly, efficient and barrier-free care.
The SVDGV also calls for key metrics of the new procedure to be recorded so that the process can be continuously improved in future.
