To date there is still not a single approved DiPA (digital care application). Unlike its counterpart DiGA (digital health application), it is therefore still far from reaching the everyday care of carers and those receiving care.

A draft bill on the “Extension of Powers and Reduction of Bureaucracy in Nursing Care” is now intended to remedy this:

  • The plan is to split the single monthly benefit entitlement into an entitlement to DiPA and to supplementary support services.
  • A change that is central for manufacturers is planned for market access: following the DiGA model, there should also be the option of provisional approval, during which the benefit of the application can be demonstrated.
  • It will also be possible to demonstrate a positive benefit through supporting carers, without having a direct effect on the level of care needed.

The draft can be read on the website of the Federal Ministry of Health: Entwurf eines Gesetzes zur Befugniserweiterung und Entbürokratisierung in der Pflege
