The Netherlands could get a provisional reimbursement pathway for digital health applications modeled on the German DiGA. On September 29, 2026, the Dutch House of Representatives (Tweede Kamer) unanimously adopted a motion calling on the government to present a corresponding proposal.
What the motion calls for:
- A temporary, conditional listing of CE-certified DiGA in the basic health insurance package
- A pathway for young companies to build evidence within the system, which according to the motion hardly exists so far
- Germany as an explicit role model: There, apps are reimbursed provisionally and delisted again after an unsuccessful trial period
The motion is based on a report for the Dutch Ministry of Health from December 2025 that recommends provisional reimbursement in the short term.
Next steps:
The motion is not binding on the government. It is to inform parliament about its proposal before the Voorjaarsnota 2027. How such a reimbursement pathway will be designed is still open.
